FMSA Constitution
The day to day functioning of
the FMSA, it's administrative structure and all playing rules specific to FMSA
divisions are governed by the FMSA constitution. The constitution can only be
amended at the Rules meeting in the fall of the year. Changes can only be tabled
if properly submitted to the FMSA secretary by September 30th midnight. All
submissions must be submitted on FMSA rule submission form and must be seconded
by another ball center.
History has shown that failure
to follow the constitution explicitly leads to chaos and anarchy. This important
documents function is what allows fair and impartial competition in a consistent
manner across the vast area encompassed by FMSA. It is for this reason that
changes to the constitution can only be made at a specific meeting and after
careful deliberation.
